One incident of dating fraud is now being reported around every three hours, according to an initiative warning of the dangers of con artists preying on people looking for romance.
Around seven reports of dating fraud on average are received every day by Action Fraud, the national fraud reporting service, equating to around one every three hours. Typically, victims will make their first transfer of money to the fraudster within a month of contact. The average victim of dating fraud loses £10,000 according to the findings released ahead of Valentine's Day on Tuesday. The figures were released as Victim Support, Age UK, the City of London Police, London Metropolitan Police and Get Safe Online said they would work in partnership with the Online Dating Association in efforts to better understand how fraudsters operate and reduce the number of people falling victim to dating fraud. Tips for people using dating websites and apps using the hashtag #datesafe will be shared online. Tony Neate, CEO of Get Safe Online, said that while many couples do meet online, the problem of cyber criminals targeting people for significant financial gain is growing. He said: “£10,000 is a staggering amount for the average online dater to lose to a fraudster who they've been led to believe is the real deal. The risk best known to most people is that of West Nile Virus. Generally, people who get West Nile have mild or no symptoms, but a small percentage of people can develop serious neurologic illness. Another dangerous virus, called eastern equine encephalitis, can also be carried by mosquitoes in our area. “It’s uncommon, but every few years we see a few cases, including in children,” says Sood. And of course there’s also the elephant in the room – the Zika virus, which has recently been linked with birth defects. The mosquitoes that can carry Zika and other tropical viruses are already present in the U.S.; the Centers for Disease Control and Prevention (CDC) has not ruled out the possibility of domestic spread of Zika this summer. “For most of these viruses, there is no vaccine and no specific treatment,” says Sood. “But by following a few easy preventive measures, you can avoid many different infections.” Here are his top tips for keeping mosquitoes away, whether you’re traveling or spending time in your own backyard. Use the right bug spray The best way to avoid mosquito bites is to use an FDA-approved insect repellant that contains one of the following ingredients: DEET (30-50%), picaridin, IR3535 or oil of lemon eucalyptus (also known as para-menthane-diol or PMD). “These products are proven safe and they are very effective at preventing bites,” says Sood, adding they can be used on babies as young as two months. You can also treat your clothing, camping gear, or sports equipment with permethrin, or buy apparel pre-treated with it. Just don’t wait until you feel yourself being bitten to take action. “Carry repellant with you and use it diligently,” he says -- day, evening and night. Get rid of standing water “Mosquitoes can breed in any body of water, even in something as small as a bottle cap,” says Sood, so dump and remove any items that collect water. Got a bird bath? “If the birds are visiting regularly and splashing around, that’s fine. But if it’s just sitting there untouched, it could be a risk.” Keep doors and window screens closed You’re probably not wearing bug spray indoors, so keep your home a mosquito-free zone by making sure window screens are intact and doors stay closed when they’re not in use. Don’t rely on candles, coils, or lawn treatments Items you can buy for your yard -- like citronella candles or coils -- are mildly effective at keeping bugs away, “but they should be secondary precautions,” says Sood. “You can use them while you’re sitting outside, but only after you’ve sprayed yourself.” He also doesn’t recommend spraying lawn chemicals to keep mosquitoes away. Green Treasure Hunt highlights pollinating insects On 1st August a 'Green Treasure Hunt' around Bishopston, Cotham and Redland was launched as part of the Bristol Green Capital Neighbourhood Arts Programme. The trail takes you on a journey of discovery through treasured green spaces and independent shopping delights, woven through the quiet backstreets of the neighbourhoods. It is linked together via five 'street pockets' designed to inspire participants on green issues and 10 hidden art works en-route. The Nature-themed street pocket is a Mazda X5 sports car adorned with pollinator-friendly flowers to highlight the importance of pollinating insects for everyday life. Mini-meadows brighten up Bristol streets Bristol City Council have been growing up mini-meadows in planters and have recently distributed these around the city to brighten up the city streets including Queens Road and the Bear Pit – keep an eye out and let us know if you find any! 3. Getting St George Buzzing Residents in Kensington Road, St George, Bristol have been busy enhancing the street and have planted pollinator friendly plants. These have been located around the 14 street trees, and all the residents have also set up colourful window boxes, hanging baskets and containers in their small front gardens. Kathryn Lwin, Founder and Director of River of Flowers, visited the street earlier this year to give advice, and she also produced a street planting plan. The residents were given a generous sponsorship donation from Natracare Ltd, and this enabled them to purchase the plants and complete the project. Grenville Johnson Chair of the residents group and Chair of St. George in Bloom commented ‘There has been a significant increase in the numbers of pollinating insects that are visiting the street. Bristol selected for Defra research on pollinators On 4th August Bristol residents gathered at Bristol East Allotments Association headquarters in St George for a pollinator-themed creativity workshop. This was held as part of a Defra research project that is exploring the social and cultural values of pollinators. The process used meditative walks through the allotments, discussion, visual art and the creation of short movement texts to help explore in depth the many ways that we can value and appreciate pollinators. The stunning setting at this allotment site together with spectacular views over the city of Bristol proved to be a stimulating and inspiring venue for all the attendees, and this was a successful and enjoyable day. West of England B-Lines in Bristol Buglife and Avon Wildlife Trust are working with project partner Bristol City Council to restore wildflower-rich habitats on two of their sites within the West of England B-Lines network in the Hengrove area of the Bristol - Hawkfield Meadow and Hengrove Mounds. Earlier this year contractors installed a gate and cleared an existing pathway to allow machinery access to Hawkfield Meadow. This grassland will now be cut on an annual basis which will help to improve the diversity of the sword. Later this month AWTs Grassland Restoration Team and My Wild City volunteers will be meeting at nearby Hengrove Mounds to cut areas of the grassland which have become quite rank, with a dense thatch of vegetation forming underneath. Using traditional management methods such as scything we will cut the grassland and remove the cut material to a compost area. It will ease the dependence on imported fossil fuels and help mitigate electricity shortages by introducing a clean, cost-effective and reliable new energy source to the region. The project, AES Colón, consists of a 380 megawatt gas-fired power plant and an onshore LNG import and regasification terminal with an 180,000 cubic meter storage tank. The facility is expected to displace at least 2,100 gigawatt hours of power currently generated from heavy fuel oil and diesel, thereby avoiding about one million tons of carbon dioxide emissions each year. That is roughly equivalent to taking more than 200,000 cars off the road. Once operational, the project will offset about 4 percent of Panama’s carbon dioxide emissions each year. AES Colón has a total project cost of approximately $1 billion. Additional capital for the project has been secured through other financial institutions, along with equity investments from the AES Corporation and the Panama-based Motta Group. “We are honored to have IFC joining us in this transformational project, through which we reaffirm our commitment to Panama and the region,” said Gustavo Pimenta, CFO for AES’s Mexico, Central America and Caribbean Strategic Business Unit. “AES Colón will generate significant benefits to the country and contribute to its sustainable development by diversifying the energy matrix with clean natural gas, while providing an avenue for the transformation of other adjacent industries within the regional economy.” In addition to its direct benefits, natural gas offers synergies with renewable energy. The LNG facility will provide cleaner and more affordable base load power to complement the inherent variability of wind and solar energy. This will make it possible to integrate more renewable power projects into the grid, while balancing electric system loads and ensuring a continuous supply of electricity. “We are extremely pleased to be working with IFC on this important project to establish the first LNG plant in Central America,” said Stanley A. Motta, President of Motta Group. “Bringing clean power to Panama is a project we and AES have been working on for some time. We are proud to see it become a reality.” Panama is projected to be Latin America’s fastest-growing economy over the next five years. However, infrastructure investments, particularly to increase power generation, have lagged. The Panamanian government projects a 5 percent annual increase in the country’s energy demands, which will require significant investments. “This LNG to power facility is a game-changer for Panama,” said Giancarlo Ortega, IFC Principal Investment Officer. “It leverages an expected growth in natural gas and provides a low-carbon power source for Panama, which has been heavily dependent on seasonal hydropower and vulnerable to fluctuations in oil prices. Introducing LNG as a fuel for electricity will significantly transform the country’s energy matrix, supporting a critical component of its growth strategy.” Introducing LNG is also expected to have broad impacts beyond the power sector: This integrated facility enables industrial users in shipping, transportation and other sectors to convert from using oil products to natural gas. Located on Panama’s Atlantic coast, the plant will become operational in the first half of 2018. AES expects to generate approximately up to 2,000 direct jobs during construction. Since 2010, IFC has provided $1.3 billion for Central America’s power sector, including mobilizations from other financial institutions. These projects include, among others, UEP Penonomé II, the largest wind farm in Central America; three solar power plants in Honduras; and the Reventazón hydropower plant, which will bring electricity to half a million homes in Costa Rica. With this LNG to power facility, IFC has supported the financing of over 1.25 GW of new generation capacity in the region in that timeframe. La situación de discapacidad en el mundo sobrepasa el ámbito de la salud, constituyéndose en un reto evidentemente social, ya que de acuerdo con la Organización de Naciones Unidas (ONU), se estima que la décima parte de la humanidad presenta alguna discapacidad. Es por esto que la integración activa a la sociedad de las personas que sufren esta situación se ha constituido en un tema prioritario. Las personas con discapacidad conforman un grupo vulnerable y numeroso, al que el modo en que se estructura y funciona la sociedad ha mantenido habitualmente en conocidas condiciones de exclusión. Específicamente en Panamá -de acuerdo con la Primera Encuesta de Prevalencia de la Discapacidad, Pendis 2006- el 11,3% de la población presenta alguna discapacidad. Se han identificado en Panamá seis tipos de discapacidad principales: Ceguera, sordera, retraso mental, parálisis cerebral, deficiencia física y problemas mentales. De estos, prevalecieron la deficiencia física (30,1%) y la ceguera (22,0%). Es por esta razón que el Estado ha implementado una serie de normas inclusivas a las personas con discapacidad, entre las que cabe mencionar: La Ley No. 42 de 27 de agosto de 1999, “Por la cual se establece la equiparación de oportunidades para las personas con discapacidad”, reglamentada por el Decreto Ejecutivo No. 88 de 12 de noviembre de 2002; la Ley No. 25 de 10 de julio de 2007, “Por la cual se aprueban la Convención sobre los Derechos de las Personas con Discapacidad y el Protocolo Facultativo de la Convención sobre los Derechos de las Personas con Discapacidad, adoptados en Nueva York por la Asamblea General de la ONU el 13 de diciembre de 2006”; y La Política de Discapacidad de la República de Panamá de 2009. Derecho al trabajo de las personas discapacitadas Según la Ley No. 42 de 27 de agosto de 1999 las personas con discapacidad tienen derecho a optar por un empleo productivo y remunerado, en igualdad de condiciones. Las políticas y programas de contratación y ascenso, condiciones de empleo, tasas de remuneración, ambiente laboral y de reinserción de los trabajadores lesionados en accidentes laborales, deben ser equitativos. En los casos en que las personas con discapacidad apliquen para un puesto de trabajo en igualdad de calificaciones, estas deberán ser consideradas prioritariamente para ocupar la posición. El trabajador cuya discapacidad haya sido diagnosticada por autoridades competentes, tendrá derecho a permanecer en su puesto de trabajo, y de no poder ejercerlo, a que se tomen las medidas para lograr su readaptación profesional u ocupacional. De igual forma, tendrá derecho a la adaptación del puesto de trabajo que ocupa dentro de la empresa o institución. Cuando el puesto de trabajo no pueda ser readaptado, el trabajador deberá ser reubicado de acuerdo con sus posibilidades y potencialidades, sin menoscabo de su salario. Todo empleador que tenga cincuenta (50) trabajadores o más, contratará y/o mantendrá trabajadores con discapacidad, debidamente calificados, en una proporción no inferior al dos por ciento (2%) de su personal, los cuales deberán recibir un salario igual al de cualquier otro trabajador que desempeñe la misma tarea dentro de la institución o empresa. Las instituciones o empresas que se nieguen a contratar y/o mantener el dos por ciento (2%) del personal con discapacidad, debidamente calificado para trabajar, estarán obligadas a aportar, al Ministerio de Trabajo y Desarrollo Laboral, una suma igual al salario mínimo por cada persona dejada de contratar, durante todo el tiempo que dure su renuencia.
